Ah, it looks like she's Chinese. Unfortunately I think this is pretty common - I've seen a lot of (older) Chinese people doing stuff like this while on the Spadina streetcar going through Toronto's Chinatown.
A few years ago while riding the J Church line out of Noe Valley towards downtown I witnessed an old man clipping his toenails. And if that wasn't enough hygienic action on MUNI a woman a few seats away was busily flossing her teeth.
As we approached a stop, the old man got up and went to the nearest door leaving a pile of half moon toenail clippings on the floor. The woman who was still flossing blurted out, "Excuse me-- don't litter on MUNI!"
The old man just looked at her, stepped down and exited the train. Exasperated the woman said, "The nerve of some people!"
